Green light for Breck’s affordable housing scheme in Cheshire paves way for construction to begin

December 2025

Northern property developer Breck’s plans for 54 affordable homes in Cheshire have been approved, allowing construction to begin on site next year.

The development at Crewe Road, Winterley, will include a range of one-to-four-bedroom houses which will be made available for affordable rent and shared ownership. The properties will be handed over to Northwich-based housing association Weaver Vale Housing Trust on completion.

They include homes specifically designed for elderly people, such as those with adaptable facilities. The site will also incorporate open space, children’s play facilities and infrastructure upgrades including the relocation of an existing pedestrian crossing away from the site’s entrance.

Planning has been granted by Cheshire East Council, subject to the signing of a Section 106 agreement, and Breck is expecting to begin construction in April 2026. The development will take around 18 months to complete.

Phil Dolan, managing director – North West, Breck Homes said: “Our proposals at Winterley are designed to create a new high-quality community of much-needed affordable houses which will benefit a range of occupiers from young couples and families to older residents.

“We have worked closely with planning officers at Cheshire East Council throughout the planning process and our application included infrastructure improvements as well as significant contributions to facilities in the local area including NHS services, outdoor sport provision and education facilities.

“We’re excited to begin on site and see this new community develop over the coming years.”

Breck is a property development company based in Lancashire, with a regional office in Leeds. Its affordable housing division specialises in developments between 25 and 300 units for registered housing providers.

It currently has a development pipeline of around 2,000 homes across the North, including several developments in the Cheshire area. Breck completed a 104-affordable home development in Crewe on behalf of Torus earlier this year and is currently awaiting a planning decision for an 85-unit second phase of the development.

Breck is also currently on site at a 205-unit affordable development in Winsford on behalf of Jigsaw Homes.
